LoRa devices communicate by broadcasting the LoRa signal to every LoRa receiver in the vicinity. The core server collects the messages from all gateways and ignores identical messages and remembers the gateway that had the best reception, e.g. the Last Best Gateway (LBG). For downlink messages, the LBG is selected to act as sender.

For class A devices, LBG is always up to date because the network queues the downlink message to respond shortly after receiving an uplink message. For class C devices, LBG can be outdated if device is moved or environment has changed. A solution could be to send an uplink when a device stopped moving and/or sending an acknowledgment from the device when receiving a message.

What are the usage limits imposed on the devices, and is the limit imposed by the LBG or on the account level? Namely, what is the max device count I could be able to have on a single account with 8928 messages per device per month? Does the size of the message matter?

For so far I know there is no max limit on how many devices you can use on a single account. 1 payload is 51 bytes depending on de SF (spreading factor).

The maximum payload is 51 bytes. It's also possible to send smaller messages. The airtime one messages uses depends on the spreading factor.

In addition to the information about the maximum payload size:

51 bytes is the maximum payload size when a device is sending on SF12 in order to obey the duty cycle. On higher spreading factors you can send more data but we always advice a payload smaller than 51 bytes so you don't run into trouble in an SF12 situation.
